At the joint session of the NA Standing Committees on State and Legal Affairs and on Budget, Financial and Economic Management held on November 24 of this year the draft budget 2018 of the Central Electoral Commission of the Artsakh Republic was discussed, which presented the Chairperson of the Central Electoral Commission of the Artsakh Republic Srbuhi Arzumanyan.
First of all, it was touched upon the expenditures of the current year, which made 79.6% as of November 17, that is, 122 million 744 thousand drams was spent from 154 million 270 thousand drams provided for by the estimate of which 75million 298, thousand drams or 61.3% for the referendum on constitutional amendments organized and held this year.
By the draft budget 2018 of the Central Electoral Commission 101 million 239 thousand drams will be allocated to the commission, of which 38 million 925 thousand drams (38,4 %)- for the maintenance of the apparatus, and 62 million 313 thousand drams(61,6 %) – for the expenditure plan “Elections”. Moreover, a significant part of the expenditures – 85million 525 thousand drams or 84.5% fall on wages and their equalized payments.
Compared to 2017 the total expenditures of 2018 will drop to 53 million 31thousand drams ( 34, 4 %). Besides, the expenditures for the maintenance of the apparatus compared to 2017 will increase in 375 thousand drams or in 1,37 %, which is mainly due to the normal growth of the wages.
And as for the expenditure plan “Elections” 2018, the amounts provided for that will be directed to the organization of the local elections in around 100 communities (51%) and the maintenance of the expenditures of 8 territorial electoral commissions.
