November 24, 1996


On August 29, 1996, the NKR National Assembly decided to hold the first election for the President of the Nagorno Karabakh Republic on November 24.
For this purpose, 8 regional (municipal) and 171 precinct electoral commissions were formed. In compliance with the Law on the Elections of the President of the Nagorno Karabakh Republic, the Central Electoral Commission registered the following presidential candidates: 
Boris S. Arushanyan – born in 1948, resident of Stepanakert, Deputy of the NKR National Assembly, non-partisan
Hrant A. Melkumyan – born in 1951, resident of Stepanakert, Chief Specialist of the Ministry of Construction and Chairman of the Organizational Committee of the NKR Communist Party;
Robert S. Kocharyan – born in 1954, resident of Stepanakert, incumbent President of the Nagorno Karabakh Republic, non-partisan.

According to the protocols submitted by the regional and precinct electoral commissions, the voting results of the first presidential election were as follows:

Summing up the final results of the presidential election, the Central Electoral Commission recorded that based on the results of the voting Robert S. Kocharyan was elected President of the Nagorno Karabakh Republic։
The election process was monitored and covered by more than 50 international observers and media representatives.
On December 23, 1996, the NKR National Assembly held a special session, dedicated to the inauguration of the first President of Nagorno Karabakh Republic Robert S. Kocharyan.
