On the held local electons



Based on N468 N decision  of June 19, 2019 of AR Government, on September 8, 2019 in all 228 communities of the Artsakh Republic local elections were conducted, moreover, in all the communities simultaneously both the elections of the Community Heads and the Council of Elders.


The elections were organized and conducted by the eight Territorial Electoral Commissions of the Republic. There were formed 277 polling stations. 2153 commission members who had passed professional trainings and got relevant qualifications were involved in the Precinct Electoral Commissions.


For participating in the local elections 412 candidates to the Community Head were self –nominated, 4 candidates were nominated by the parties.


In 105 communities per one candidate to the Community Head were registered, in 76 – per two , in 33 – per three, in 9 – per four and in 5 –  per five and more.


409 candidates to the Community Heads and 1394 candidates to the Council of Elders took part in the elections. Seven candidates of each submitted withdrawal applications.


Most part of the registered candidates to the Community Heads – 284 persons or 68,3 per cent are non partisans, 156 (37,5%)  are acting Community Heads, 16 candidates (3,8%) are women.


On the elections’ day in 228 communities out of 103043 voters, 67322 voters or 65,3 per cent of their total number,  participated in the elections.


According to the regions the data of the elections’ turnout are the following.


In Stepanakert city -55, 4% (21611 voters)


In Askeran region – 76, 7% (9008 voters)


In Hadrout region – 69, 6% (5983 voters)


In Martakert region – 70, 7% (9218 voters)


In Martouni region – 72, 5% (12594 voters)


In Shahoumyan region – 71, 7% (1514 voters)


In Shoushi region – 58, 7% (2306 voters)


In Khashatagh region – 70, 1% (5088 voters)


Out of the elected 227 Community Heads 139 or 61, 2% are acting Community Heads. Community Heads from 35 communities have not been re-elected.


The elected Community Heads according to the party affiliation have the following distribution.


 ”Free Motherland” Party – 61 people or 26, 9% of elected,


Artsakh Democratic Party – 12 people or 5, 3% of the elected people


“Armenian Revolutionary Federation’’ Party -8 people or 3, 5% of the elected people


 146 people or 64, 3% of the elected people were non partisans.


The great part of the newly elected Community Heads 97, 8% (222 people) are male.


According to the 128th  requirements of the AR Electoral Code, counting  the numbers of the voters in that community, from 1394 candidates to the Council of Elders of 228 communities of the Republic 1139 were elected, moreover, according to the party affiliation the picture is the following.


”Free Motherland” party – 173 people or 15, 2% of the elected


Artsakh Democratic Party – 14 people or 1, 2% of the elected


”Armenian Revolutionary Federation” party – 22 people or 1, 9 % of the elected


Communist Party of Nagorno Karabakh -15 people or 1, 3 % of the elected


 906 people or 79, 5 % were non partisans.


11, 2% (128 people) out of the elected members to the Council of Elders are female.


In four Territorial Electoral Commissions there were conducted lots by the procedure established by the Central Electoral Commission to determine the candidate who had received an equal number of the highest “for” votes in the following communities; Djivani, Khnoushinak, Spitakanshen of the Martouni’s region, Hovtashen, Nor Aygestan, Shahmasur, Vaghuhas of the  Martakert’s region, Aghavnatoun, Aghavno, Nerqin Sus, Vakunis of Kashatagh’s region for a member to the Council of Elders and in Arakhish and Hak communities of the Kashatgh’s region, in the communities of Herher of Martouni’s region and Armenakavan of Askeran’s region for the Head of the Community.


Applications for recounting request were submitted to the Territorial Electoral Commissions of Askeran’s region Aygestan, Armenakavan, Khramort communities, Martouni’s region Herher and Gishi communities, Martakert’s region Verin Horatagh community and Khashatagh’s  region Hak community by the candidates to the Community Heads.


By the results of the recount in the communities of Aygestan, Armenakavan ,Gishi, Herher, Verin Horatakh and Hak there was no change protocol regarding to  the Community Heads elected by the results of the elections, but in Khramort community was made an appropriate decision between two candidates in favour of Zorik Abrahamyan.


 The only candidate participated in the elections to the Community Head in Berkadzor Community of Askeran’s region Gegham Grigoryan has not received the required number of the voters voted ”for” (21 for, 60 against). According to Item 4 of Paragraph 1 and Item 1 of Paragraph 6 of Article 141 of the Electoral Code, by the decision of Askeran’s Territorial Electoral Commission the elections of Berkadzor Community Heads have been declared invalid. A new election is called on the last Sunday of 40 day-period, following the day of making the decision of the Territorial Electoral Commission on recognizing the elections to the Community Head as invalid  in that community.


The new election is held by the nomination of new candidates, by the procedure prescribed by the Electoral Code for the early election to the Community Head. The Government calls a new election.


To ensure publicity and transparency of the local elections 11 Mass Media of the Armenian Republic and 12 local were accredited in AR Central Electoral Commission, in which there were included 63 representatives.


At the aim of the observation mission there have been accredited 178 members of 6 local observation organizations, 2 organizations with 142 members from the Armenian Republic, as well as, the delegations of the National Assembly and Central Electoral Commission of the RA, accordingly with 14 and 3 members. The observers and the representatives of the media were given the necessary information about the electoral processes.


The meeting of the members of the Central Electoral Commission with the observers and Mass Media was organized on the previous and next day of the election, conferences were organized, articles and interviews were published, TV programs were broadcasted for having purpose to ensure full transparency and coverage of the electoral process.


The application-complaints received on the voting day, which were of an oral nature, were immediately studied and resolved within the same day.


The Electoral Commissions carried out the preparation of the elections and the work of summarizing the results of the voting according to the requirements of the AR Electoral Code, ensuring the full realization of the citizens’ suffrage.
