On August 8, 2004, the third regular self-government election took place in the Nagorno Karabakh Republic.
The election for community heads was held in 199 and for members of town council in 231 out of the 241 communities of the republic.
Regional (municipal) Electoral Commissions registered 391 candidate heads of communities, and 1,685 candidate members of town council.
Out of the electorate of 88,436 voters, 58,885 or 69,6 percent of the voters took part in the voting.
Thus, by party affiliation 53 heads of communities and 82 members of town council were elected from the Democratic Artsakh Union, 9 heads of communities and 52 members of town council from the Communist Party, 21 heads of communities and 43 members of town council from the ARF Dashnaktsutyun Party, and 116 heads of communities and 1,260 members of town council from among non-party candidates.
As a result of the voting, 199 heads of communities and 1,437 members of town council were elected in the republic.
