The regular meeting of CEC was held

On August 29, 2019 the regular meeting of AR CEC was held under the leadership of Deputy Chairman of the Commission Yeghishe Arzoumanyan. CEC members, the chairmen of the territorial electoral commissions, responsible staff of the CEC and representatives of Mass Media took part in the meeting.

The samples of the ballots of the AR local elections of September 8, 2019 were discussed and established at the meeting. The ballots of the members of the Council of Elders will have white color, the ballots of the elections of the Community Heads will be pink.

Particularly, it was informed, that the AR local elections will be held in all 228 communities in the Artsakh Republic on September 8, 2019.

In the regard of submitting an application for self-withdrawal, the registration of 6 candidates out of the registered 416 of the Community Heads, and 7 candidates out of registered 1401 of the Council of Elders have been recognized as invalid.

155 (37, 8 %) of 410 canditates of the Community Heads are Community Leaders, 15 candidates (3, 7 %) are women.

96 candidates (23, 4%) of the Community Heads are members of ” Free Motherland ” party, 14 (3, 4%) are members of ”Artsakh Democratic Party” , 11 (2,7 %) are from ” Armenian Revolutionary Federation” party, 278 (67,8%) are not partisan.

277 polling stations have been formed.

The next issue discussed at the meeting referred to the researches implemented to clarify the signature validity of the signature collecting organized on the procedure of the civil initiative of the draft to make amendments in Paragraph 2 and 3 of Article 48 of the Artsakh Republic Constitution, as a result of which , 1115 signatures ( invalid) were removed from the total 21049 signatures submitted by the initiative group. AR Central Electoral Commission approved the validity of 19934 signatures of the signature collecting organized by the civil initiative procedure of the draft to make amendments in Paragraph 2 and 3 of Article in the Artsakh Republic Constitution.

At the meeting it was also discussed the issue of the summarization of the results of the professional trainings for the candidate membership to the electoral commissions organized and held in June-July of the current year by the AR Central Electoral Commission. At the mentioned period 1032 citizen having the electoral right of AR had passed the professional trainings and got qualified certificates, 342 of which (33, 1%)for the first time. 693 (67, 2%) of the qualified citizens have high, 154 (14,9%) secondary vacational , 187 (17,9%) secondary education. All the electoral commissions will be staffed by the necessary number of qualified members for the upcoming elections.

The members of the AR Central Electoral Commission also approved the official clarifications of the Central Electoral Commission in response to the applications N1 and 2 of the Head of the <> non- governmental organization received on August 16, 2019.

It is pointed in the official clarifications of the AR Central Electoral Commission;

a) Item 2 of Paragraph 1 of Article 33 and Item 3 of Paragraph 1 of Article 31 of the Electoral Code of the Artsakh Republic must be understood in the literal meaning of the words containing therein without changing the meaning and the words, that is; the words mentioned In Item 2 of Paragraph 1 of Article 33 and in Item 3 of Paragraph 1 of Article 33 of the Electoral Code of the Artsakh Republic, (except the signed lists of the voters) refer to getting copies of them or getting excerpts thereof.

b) In accordance with the regulations of the Electoral Code of the Artsakh Republic, persons entitled to be present at the sessions of the electoral commissions can attend the session of summarizing the voting results of the Precinct Electoral Commission, also before the session begins at 20.00 and be present at the session of summarizing the voting results.
