Regular meeting of the Central Electoral Commission was held

11032280_860474317348339_1161373061_oOn March 20, 2015 regular meeting of the Central Electoral Commission was held under the leadership of the commission Chair Srbouhi Arzoumanyan   with the agenda of a number of issues related to the upcoming NKR National Assembly election.

 The meeting was also attended by the responsible  officials  of the Central Electoral Commission and representatives of mass media.

The cost estimate  of the NKR electoral commissions ( Central Electoral Commission and Press Center, 6 territorial and 279 precinct electoral commissions) related to the preparation and conduct of the regular elections to the NKR National Assembly of May 3, 2015 was approved in the amount of 89 178 200 AMD.

 A significant part of the cost compiles the amounts of the compensation and salaries   given to over 2600 commissioners involved in the organization and conduct of the election and other workers; over 63 060 200 AMD or 70.7% of the total cost.

At the aim of ensuring the suffrage of the NKR citizens living or residing in the Republic of Armenia, in the NKR representation of the Republic of Armenia a polling station named “Yerevan/1″ will operate during the election of May 3 of the current year. The regular decision of the Central Electoral Commission related to the formation of that polling station. Thus, generally, 279 polling stations will be at the forthcoming election.

Taking into account that the term of nomination of the electoral lists of political parties and citizens for the participation in the regular elections to the NKR National Assembly scheduled to be held on May 3, 2015 had ended   on March 19, information on the nominations was published at the meeting. Thus,  seven political parties had submitted electoral lists of candidates under the proportional system to the Central Electoral Commission – , “Movement 88″ and < National Renaissance> parties with  14 candidates in the electoral lists, < Artsakh   Democratic Party>  with  35 candidates,< Armenian Revolutionary Federation Party with 34 candidates, with 50 candidates and with 6 candidates.

     In all the constituencies of the Republic 50 citizens had been generally nominated under the majoritarian system, moreover, 27 of them in the form of self-nomination. Three  candidates had been nominated by  four – by and four by and seven-by  . Thirty-four of the citizens nominated under the majoritarian  system  are non-partisan.

     The registration of the electoral lists of the  nominated candidates and political parties will be performed till March 29 of this year.

     The next issue discussed at the meeting related to the summarization of the results of the professional training courses for the candidates to the members of the electoral commissions organized and held by the NKR Central Electoral Commission in February-March of this year.  During  the mentioned  period 1277 citizens from 211 communities having NKR electoral right had passed the professional training courses and received qualification certificates, 847 of which (66,3%) for the first time. 639 of the citizens (50,0%) who have received qualification certificates have higher education, 245 (19,2%) secondary specialized, 349 (30,8%) secondary education. In the forthcoming elections all the commissions will be formed with the necessary number of qualified members.

Based on the requirement of the new Electoral Code, new decision  has been adopted on the procedure for issuing certificates to proxies according to which the respective Commission having performed the registration would provide a certificate of proxy to the candidate, authorized representative of the political party (with necessary quantity) on the basis of the  application submitted on it.

 The candidate himself should fill the data of the proxy on the certificate.

    A number of other normative and individual decisions  related to the documentation of the Central Electoral Commission have been adopted at the meeting.

Concluding the meeting, Chairperson of the Central Electoral Commission briefed on the measures already carried out and touched upon the main future plans.
