At the CEC meeting

124101On April 7, 2020, a regular session of the Central Electoral Commission of the Republic of Artsakh was held under the leadership of the Commission’s Chairperson Srbuhi Arzumanyan. The agenda included 6 issues.   

     Taking as a basis the requirement of Part 6 of Article 76 of the Electoral Code of the Republic of Artsakh, the Central Electoral Commission summed up  at the meeting the results of the regular elections to the President of the Republic of Artsakh and the National Assembly of the Republic of Artsakh held on March 31,2020 and took a  decision that no violations of the AR Electoral Code occurred during the preparation of the elections and voting that could have affected the results of the elections.

     Some of the issues discussed at the meeting related to the presidential election. In particular, in accordance with Part 3 of Article 89 of the Constitution of the Republic of Artsakh, Item 2 of Part 1 of Article 92 and Part 3 of Article 97 of the Electoral Code of the Republic of Artsakh, based on the results of the elections, it was decided at the meeting to hold the second round of the presidential elections of the Republic of Artsakh declaring the voting day, Thursday of April 14, a non-working day.

     The meeting discussed and approved the schedule of the main events for the preparation and holding of the second round of the presidential elections of the Republic of Artsakh. According to the schedule, the start of the pre-election campaigning is on April 9, 2020.

   A drawing of lots was held at the session to determine and indicate the order of the names of the candidates participating in the second round of the presidential elections of the Republic of Artsakh. By the results, it was recorded that the candidates ‘ data on the ballot paper will be presented in the following order: 1. Mayilyan Masis 2. Harutyunyan Araik.

     The sample of the ballot paper for the second round of the presidential election of the Republic of Artsakh has also been determined. The ballot for the election to the President of the Republic will be white, on paper in A5 format with the protection of special watercolors of two colors.

The second group of the issues discussed at the meeting related to the National Assembly elections.

     In accordance with Paragraph 1 of Part 1 of Article 120 of the Electoral Code of the Republic of Artsakh, the Central Electoral Commission decided to consider elected the National Assembly of the Republic of Artsakh by the results of the national elections on March 31, 2020. The parliamentary mandates of the National Assembly were distributed as follows:

     1) the electoral list of “Free Motherland-UCA” party alliance – sixteen seats,

     2) the electoral list of “United Homeland” – nine seats, 

     3) the electoral list of “Justice” party of Artsakh – three seats, 

     4) the electoral list of  “Armenian Revolutionary Federation”  party- three seats,

     5) the electoral list of  “The Democratic party of Artsakh” – two seats.
