On October 14, 2007, the fourth regular self-government election took place in the Nagorno Karabakh Republic.
The election of community heads and members of town council were held in 162 and 218 communities correspondingly from all of the 227 communities of the republic. No elections were held in 9 communities due to non-expiry of the office of the local self-government institutions.
292 candidates for heads of communities and 1,456 candidates for members of town council were self-nominated. 58,087 or 64,9 percent of a total of 89,536 voters took part in the voting.
As a result of the election, 162 heads of communities and 1,133 members of town council were elected.
The number of voters who voted for the candidates of the community head in Stepanakert, i.e. the mayor of the city was as follows:
Albert Ghazaryan – 911 votes or 6.0%;
Ara Ghahramanyan – 1,336 votes or 8.8%;
Vazgen Michaelyan – 12,186 votes or 80.0%.
As a result, Vazgen B. Michaelyan was elected the mayor of Stepanakert.
Out of 162 community heads, elected as a result of the local self-government election in October-November 2007, 104 persons or 64,2 percent were re-elected, 38 persons or 23,5 percent were members of the Artsakh Democratic Party, 16 persons or 9.9 percent were members of the ARF Dashnaktsutyun Party, 2 persons or 1,2 percent were members of the Free Homeland Party, 2 persons or 1,2 percent were members of the Communist Party and 104 persons or 64,2 percent were non-partisan.
