Professional trainings in NKR regions

From September 3 to September 26, 2013, in all regions of the republic the Central Electoral Commission has organized and conducted professional training courses for election officials candidates. The trainings were conducted by the CEC Chair S. Arzumanyan, Deputy Chair Y. Arzumanyan and CEC Secretary Raya Nazarian. Due to the peculiarities of each constituency, chairpersons of Territorial Electoral Commissions have also contributed to addressing some of the issues arising on the spot.

The trainers objective was to give potential members of electoral commissions clarifications on basic and key issues of the NKR electoral legislation as well as to teach them the relevant regulations.

In addition to discussions of legislative matters, CEC Chair S. Arzumanyan urged the trainees first of all as citizens, and then as election officials to always feel personally responsible for keeping a healthy moral atmosphere among the population. “Each Artsakhian shall have his or her ownership in this, and the more so we as election officials during elections”, she stressed.

Participants who have successfully completed the quiz following the trainings were given the opportunity to be involved in the electoral commissions. In September 2013, 828 people from 90 communities have applied for participation in the trainings, and 783 of them have been awarded the appropriate qualification.

It is encouraging that for the first time 202 people have expressed their desire to participate in the electoral processes not only as voters, but also as organizers, that is to say а 26 percent renewal or shift of electoral commissions can be expected. Ahead of the forthcoming local elections on October 13, Territorial Electoral Commissions have already taken this fact into account and included also new members in the Precinct Electoral Commissions.

The organization of this large-scale event has been actively contributed by Territorial Electoral Commissions; support was provided also by regional administrations and heads of relevant communities.
